To automate WhatsApp at scale you need the WhatsApp Business Platform (often called the WhatsApp Business API), not the free Business app. Setup needs a verified Meta business portfolio, a dedicated phone number, approved message templates and software connected through Meta's Cloud API or a provider. Expect Meta's per-message charges plus a build cost from about ₹50,000.
Below: setup in the order you'll do it, what you pay and to whom, and the use cases that justify the effort for Indian businesses.
Do you need the WhatsApp Business API or is the app enough?
If one or two people reply to a manageable number of chats, the free WhatsApp Business app is enough. Move to the API when you need automation, several team members on one number, or CRM integration.
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| Cost | Free | Meta message charges + provider or development cost |
| Users on one number | Limited linked devices | Many agents through a shared inbox or your own software |
| Automation | Greeting, away messages, quick replies | Full chatbots, workflows, AI replies |
| CRM integration | Manual | Automatic through webhooks |
| Broadcasts | Limited | Template messages to opted-in customers at scale |
| Interface | WhatsApp app | No app; you use a provider dashboard or custom software |
| Best for | Solo owners, small shops | Teams, ad-driven lead volume, transactional updates |
If enquiries wait hours because the phone is with one person, you've outgrown the app.
How do you set up the WhatsApp Business API, step by step?
Plan for a few days to a couple of weeks, mostly spent on verification and template approval. Here's the sequence:
- Create or tidy your Meta business portfolio (formerly Business Manager) in the business's name, with at least two admins. Use the same legal name and details as your GST or company documents.
- Complete business verification if Meta asks, usually by uploading registration documents. Mismatched names are a common cause of delays.
- Choose how you'll connect. Either use Meta's Cloud API directly (your developer builds the software around it) or go through a Business Solution Provider (BSP) that gives you a dashboard. BSPs are quicker to start; direct Cloud API gives more control and avoids a middleman's fees.
- Register a phone number. It must be able to receive an SMS or call for verification. Traditionally the number could not stay active on the WhatsApp or WhatsApp Business app; Meta has since introduced options for using one number on both in some setups, so confirm what's currently supported with your provider or developer before you migrate a number customers already know.
- Set your display name and profile. The display name should match your brand and is reviewed by Meta.
- Create message templates. Any message you start (rather than reply to) must use a pre-approved template, such as an appointment reminder or order update. Templates are categorised as marketing, utility or authentication.
- Connect webhooks to your CRM. Every incoming message and delivery status arrives as a webhook (an automatic notification to your server). This is how leads land in your CRM without anyone copying them.
- Build the automation. Welcome flow, qualifying questions, FAQ answers, human handover and follow-up templates.
- Test with your team, then go live on a small ad budget or a single use case before scaling.
How much does WhatsApp Business API automation cost in India?
You pay in up to three places: Meta, your provider (if you use one) and whoever builds the automation. Meta's charges are the variable part; the build is usually the largest upfront cost.
Meta's charges. Meta bills per template message, and the rate depends on the category (marketing templates cost the most, authentication and utility less) and the recipient's country. Replies you send inside the 24-hour customer service window, after a customer has messaged you, are treated differently from templates you send to start a conversation. Meta revises its pricing periodically, so check the current WhatsApp Business Platform rate card for India before you budget.
Provider fees. BSPs usually charge a monthly platform fee and sometimes a markup on Meta's rates; compare inbox seats, chatbot builder and CRM connectors.
Build costs (typical ranges GRWW sees; final cost depends on scope):
| What you build | Typical cost (₹) | Includes |
|---|---|---|
| FAQ / rules WhatsApp bot | ₹50k–2 lakh | Welcome menu, set answers, lead capture, human handover |
| Simple automation with CRM integration | ₹1.5–5 lakh | Webhooks, lead routing, templates, reminders |
| AI bot answering from your documents | ₹2–8 lakh | Grounded answers from your catalogue, policies or course details |
| AI agent with integrations | ₹8–25 lakh | Bookings, payments, order lookups, multi-step workflows |
Maintenance typically adds 15–25% of the build cost per year. A WhatsApp bot is one channel within a broader system; our practical guide to AI automation for small and mid-size businesses shows where it fits.
What are the best use cases for WhatsApp automation?
The strongest use cases combine high message volume with predictable questions or updates. These are the ones we see paying back most reliably:
- Qualifying leads from click-to-WhatsApp ads. Ads that open a WhatsApp chat were usually the cheapest cost per enquiry across the Meta accounts we manage. A wedding photography studio in Patna generated 487 conversations at an average ₹65.26, and a wedding and pre-wedding studio ran messaging ads at ₹32.40 and ₹27.23 per conversation. At that volume, an automated first reply asking the wedding date, city and budget saves hours a week.
- Appointment and booking reminders. Clinics, salons, coaching centres and consultants send utility templates to reduce no-shows.
- Order and delivery updates. Confirmations, dispatch notices and delivery alerts for e-commerce and D2C brands.
- Document collection. Immigration and study-abroad consultancies, lenders and insurers can request and track documents in one thread.
- Re-engagement of past enquiries. Marketing templates to opted-in contacts, such as seasonal offers or new availability. Use sparingly; this is the category most likely to annoy people and most expensive per message.
For photographers specifically, see how wedding photographers can get more enquiries on WhatsApp. For the ads that feed these conversations, read click-to-WhatsApp ads at the lowest cost.
What rules do you need to follow?
WhatsApp enforces opt-in, template approval, the 24-hour window and a quality rating; breaking them can limit or block your number.
- Opt-in. Only send template messages to people who have agreed to hear from you on WhatsApp. Record when and how they opted in.
- The 24-hour window. When a customer messages you, you can reply freely for 24 hours. After that, you need an approved template to restart the conversation.
- Quality rating. Meta tracks blocks and reports. Low quality can reduce how many people you can message per day or pause templates.
- Messaging limits. New numbers start with a cap on how many unique customers they can message in a day; the cap rises as you send good-quality messages.
- Data protection. India's Digital Personal Data Protection Act 2023 requires a lawful basis, usually consent, for processing personal data, along with clear notice and the ability to withdraw. Keep chat data secure and only as long as you need it.
How should the first automated conversation look?
Short, warm and focused on getting the lead to a human with the right details. A pattern that works for service businesses:
| Step | Bot message (example) | Why |
|---|---|---|
| 1 | Greeting with your business name and a one-line promise ("We reply within the hour") | Confirms they reached the right place |
| 2 | One question with buttons: "What are you looking for?" | Fast to answer on mobile |
| 3 | Two qualifying questions (date, city or budget range) | Lets you prioritise |
| 4 | A useful answer: starting price range, sample work link, next available slots | Gives value before asking for a call |
| 5 | Offer to connect with a person, with expected reply time | Prevents dead ends |
The whole flow should take under a minute. Unsure WhatsApp is the right channel? Compare options in AI chatbot vs live chat vs WhatsApp bot.
What goes wrong with WhatsApp automation?
Most failures come from over-automating, ignoring the 24-hour rule or not connecting the bot to the team's workflow.
- Endless menu trees instead of letting people type their question.
- No human handover, so serious buyers give up.
- Leads stay in the provider's dashboard and never reach the CRM.
- Broadcast-heavy marketing that drives blocks and lowers the quality rating.
Frequently asked questions
Can I use my existing WhatsApp number for the API?
Usually, yes. Historically the number had to be removed from the WhatsApp Business app first, losing in-app chat history; Meta now supports keeping a number on both in some setups. Check current options before migrating, or use a new number for the API and keep the old one for existing contacts.
Do I need a BSP, or can I connect directly?
You can connect directly through Meta's Cloud API if you have a developer to build the interface and integrations. A BSP gets you started faster with a ready dashboard, at the cost of monthly fees and less flexibility.
Is WhatsApp API automation worth it for a small business?
It's worth it when you receive enough chats that slow replies are losing customers, or you run click-to-WhatsApp ads. If you get a few messages a day and can reply promptly, the free Business app is usually enough.
Can the bot send bulk promotional messages?
Only to customers who have opted in, using approved marketing templates, and within your daily messaging limit. Bulk messaging to cold lists breaks WhatsApp's policies and risks your number being restricted.
Can WhatsApp automation use AI to answer questions?
Yes. An AI layer can answer free-text questions using your own content, such as packages, policies and FAQs, and pass anything uncertain to a person. Keep the AI grounded in your written information so it doesn't invent prices or promises.
