Google Ads Conversion Tracking Setup: Step-by-Step

Set up Google Ads conversion tracking step by step: choose conversions, install the Google tag or GTM, add enhanced conversions, consent and testing.

To set up Google Ads conversion tracking, decide which actions really matter, create a conversion action for each in Google Ads, install the Google tag (directly or through Google Tag Manager), fire the conversion on the right event, then test it before spending. Add enhanced conversions, consent mode and CRM imports once the basics work.

Get this wrong and Google's bidding learns from bad data. Get it right and every other optimisation becomes easier. Here's the process in order.

Step 1: Which actions should count as conversions?

Only track actions that signal real business value as primary conversions. Everything else can be recorded as secondary so you can see it without Google bidding towards it.

ActionTrack it?Primary or secondarySuggested value approach
PurchaseYesPrimaryActual order value
Contact or quote form submittedYesPrimaryEstimated value per lead
Phone call from ad (60s+)YesPrimaryEstimated value per call
Click on WhatsApp buttonYesPrimary for chat-led businesses, otherwise secondaryLower than a form lead
Booked appointment or callYesPrimaryHigher than a basic lead
Qualified lead or sale (from CRM)Yes, via importPrimary once volume allowsReal or average deal value
Newsletter sign-upOptionalSecondarySmall or none
Page views, scroll depthNoUse GA4 insteadNone

A rough way to estimate lead value: average sale value × the share of leads that become customers. If a job is worth $2,000 and one in ten leads books, a lead is worth roughly $200 to you. It doesn't have to be exact; it just has to rank actions sensibly.

Step 2: Should you use the Google tag, Tag Manager or GA4?

Most small businesses should use Google Tag Manager; very simple sites can install the Google tag directly.

  • Google tag (gtag.js) directly: paste the code on every page and add event snippets for conversions. Fine for a few pages and one or two conversions.
  • Google Tag Manager (GTM): one container on your site, then manage all tags (Google Ads, GA4, Meta) from a dashboard. Easier to change later without a developer.
  • Import from GA4: link Google Analytics 4 and import key events as conversions. Convenient if GA4 is already well set up, but attribution and timing can differ slightly from native Google Ads tags.

If you're starting fresh, GTM plus native Google Ads conversion tags is the most flexible combination.

Step 3: How do you create the conversion action in Google Ads?

In Google Ads, go to Goals, then Conversions, and create a new conversion action for each outcome. The settings that matter most:

  1. Category: choose the closest match (purchase, submit lead form, contact, book appointment and so on).
  2. Value: use the same value for each conversion, a different value per conversion, or none.
  3. Count: choose "One" for leads, so a person submitting your form three times counts once; choose "Every" for purchases.
  4. Click-through conversion window: the default is 30 days. Longer suits slow, high-ticket decisions.
  5. Attribution model: data-driven attribution is now the default for most conversion actions, and it's the sensible choice.
  6. Primary vs secondary: only primary actions feed bidding.

Step 4: When exactly should the conversion fire?

Trigger the conversion only when the action is truly complete, not when someone lands on the form page. Common methods:

  • Thank-you page: the simplest. Fire the tag when the confirmation URL loads. Make sure people can't reach that page any other way.
  • Form submission event: for forms that don't redirect, trigger on a successful submit event. Test that it doesn't fire on failed submissions.
  • Click-to-call: use Google's call tracking for calls from ads, and a website call conversion for clicks on your phone number.
  • WhatsApp or email clicks: trigger on clicks of those links. Treat them as softer conversions than completed forms.

On our own site we load analytics after the page has rendered so it doesn't slow first paint. That's a good practice, but if you defer tags, test that conversion events still fire reliably when someone submits quickly.

Step 5: What are enhanced conversions, and should you turn them on?

Enhanced conversions send a hashed (scrambled) version of the email or phone number from your form to Google, which improves measurement when cookies are blocked. It's especially useful for lead generation.

  • Enable it in the conversion action settings.
  • Implement it through GTM, the Google tag or the Google Ads API.
  • Make sure your privacy policy covers it and you have the right consent where required.

If any of your visitors are in the EEA or UK, Google expects you to implement Consent Mode with a compliant consent banner. Consent Mode tells Google tags whether a visitor agreed to advertising and analytics cookies, and adjusts their behaviour accordingly.

Even outside Europe, a consent banner and honest privacy policy are wise. India's Digital Personal Data Protection Act 2023 and Australia's Privacy Act 1988 both set rules for handling personal data. Get qualified advice if you're unsure what applies to you.

Step 7: How do you test tracking before spending?

Use Google Tag Assistant and GTM's Preview mode to confirm each tag fires once, on the right action, with the right value. Then run a real end-to-end test:

  1. Click your own ad, or visit with a test URL parameter.
  2. Complete the form, call or purchase.
  3. Confirm the tag fired in Tag Assistant.
  4. Check the conversion action status in Google Ads over the next day or so; it should move from "Unverified" or "No recent conversions" to recording.
  5. Compare the count with your inbox or CRM for a week.

If Google Ads and your CRM disagree by a lot, fix the tracking before you touch bids.

Step 8: How do you send CRM results back to Google Ads?

Offline conversion import tells Google which ad clicks became qualified leads or customers, so bidding optimises for revenue, not just form fills.

The basic flow:

  1. Capture the Google click ID (GCLID) in a hidden form field when someone enquires.
  2. Store it with the lead in your CRM.
  3. When the lead is qualified or closes, send that event back to Google Ads, either by scheduled upload or through an integration.

This is where a joined-up lead system pays off. We built GRWW's Ops Console so website form and Meta lead-ad enquiries land in one lead centre automatically, which makes tracking outcomes much simpler. Our guide to connecting website forms to your CRM automatically explains the options for any business.

What are the most common conversion tracking mistakes?

Double counting, tracking soft actions as primary, and never checking the numbers against reality.

  • Duplicate tags: a Google Ads tag and a GA4 import both counting the same form.
  • Counting "Every" for leads: inflates results when people resubmit.
  • Tracking page views of the contact page as conversions.
  • Broken thank-you pages after a website update.
  • No value differences: a newsletter sign-up and a sales enquiry treated as equal.
  • Never reconciling with actual enquiries. Our guide to tracking whether your website gets you leads covers a simple monthly check.

Frequently asked questions

Should I use GA4 conversions or Google Ads conversion tags?

Both work. Native Google Ads tags are usually the most accurate source for bidding, while GA4 imports are convenient if your analytics is already set up well. Pick one as primary for each action to avoid double counting.

How long until conversions show in Google Ads?

Tags usually start recording within hours, but status labels and reports can take a day or more to update. Conversions are also reported against the date of the ad click, so recent days can look low at first.

Do I need a developer to set up conversion tracking?

Not always. With GTM and a standard form, a careful non-developer can set up basic tracking. Enhanced conversions, custom forms, call tracking and CRM imports often benefit from developer help.

What is a good conversion window?

The default 30 days suits most businesses. If customers take months to decide, as in property, study abroad or weddings, a longer window may capture more of the true impact.

Why does Google Ads show more conversions than my CRM?

Common causes are duplicate tags, counting every conversion instead of one, spam form submissions, or soft actions set as primary. Audit each conversion action and compare against real enquiries.
