Quick answer: Most freelance web developers in India price per project, with some charging per hour or per page. For a five-page business site, freelance quotes can sit below or inside the ₹15,000–₹60,000 range agencies typically charge. The gap narrows once you add what freelance quotes often leave out: copywriting, licences, hosting set-up, SEO basics, extra revisions and support after launch.

Ask five freelancers to price the same five-page site and the answers arrive in five different shapes: a flat fee, an hourly rate with an estimate, a price per page, a "starting from" figure and a request for a call first. None of them is wrong. They're just impossible to compare until you translate them into the same terms.

This guide explains the three pricing models, what tends to be missing from a freelance quote, when a freelancer is the right hire, and how to protect yourself when you go ahead.

How do freelance web developers in India price their work?

Per project is the most common model; per hour and per page each suit narrower situations.

ModelHow it worksWorks well forWatch out for
Per projectOne fixed price for an agreed scopeBrochure sites with a clear briefScope that isn't written down, so "extras" appear later
Per hour or per dayYou pay for time spent, often against an estimateFixes, small changes, ongoing supportNo cap on total cost unless you agree one
Per pageA rate multiplied by page countVery simple sites where pages share one layoutPages with different layouts take very different effort

Per-page pricing only makes sense for simple brochure sites. Ten blog-style pages on one template are quick; a homepage, a pricing page and a booking page are three separate pieces of design work, whatever the per-page rate says.

What do freelancers charge for a five-page business website?

Quotes vary widely, and the spread comes from what's included more than from the freelancer's talent. For comparison, agencies in India typically charge ₹15,000–₹60,000 for a small-business site, plus 18% GST; our guide to website cost in India explains what that band buys.

What moves a freelancer's quote up or down:

  • Experience and portfolio. Developers with strong live work charge more and usually need less supervision.
  • Stack. Configuring a WordPress theme is quicker than custom design and code.
  • Design. Some freelancers build from a template; others design every page first.
  • Content. Writing copy and sourcing images adds days of work.
  • Tax. A GST-registered freelancer adds 18%; one below the threshold won't.
  • Who they usually work for. Developers serving overseas clients often price closer to agency rates.

Whatever the headline number, check it against a written list of exactly what the five pages include, with the number of distinct layouts stated.

What are typical hourly and per-page rates?

Rates span a wide range, so test any rate against an estimate of hours rather than comparing rates alone. A low hourly rate attached to a generous hours estimate can cost more than a higher rate from someone faster.

Two quick checks turn any quote into something comparable:

Implied hourly rate = fixed project price ÷ estimated hours

Likely total = hourly rate × estimated hours × a buffer for revisions

Ask every freelancer for an hours estimate per stage (design, build, content upload, testing), even on a fixed-price quote. Their answer tells you whether they've thought the job through. A per-page quote should state what a "page" is and whether a new layout costs more than a page that reuses one.

Rates also tend to rise with specialist skills: ecommerce, custom integrations, performance tuning and accessibility work take experience that general site builders may not have.

Here's how the translation works in practice, using shapes rather than prices. Freelancer A quotes a flat fee for five pages on a theme, two revision rounds, no copywriting. Freelancer B quotes an hourly rate with an estimate covering custom design, three rounds and copy editing. Freelancer C quotes per page with no mention of layouts. Before comparing, you'd ask A for the cost of copy, ask B to cap the estimate, and ask C how many distinct layouts five pages need. Only then do the three numbers describe the same website.

Don't forget the hourly rate for later work, either. Most freelancers bill post-launch changes by the hour, so the rate you agree now shapes what every small edit costs for years. Ask for it in writing alongside the project price.

What is usually left out of a freelancer's quote?

The common gaps are the jobs around the build, not the build itself. Check each line:

Often excludedWhy it matters
CopywritingSomeone has to write every page before launch
Stock images and licencesImages taken from search results can lead to copyright claims
Premium themes and pluginsOften renew yearly; whose name is the licence in?
Hosting and domain set-upShould be on your accounts, not the freelancer's
Basic SEOTitles, descriptions, sitemap and Search Console
Enquiry trackingWithout it, you can't tell whether the site brings leads
Revisions beyond two roundsExtra rounds are billed separately
Support after launchBugs found after handover may be charged by the hour

When is a freelancer the right choice, and when isn't it?

A freelancer fits a simple, well-defined site and an owner who can manage the project; an agency fits work that needs several skills or a firm deadline.

A freelancer is usually the better hire when:

  • The site is small, with a clear brief and finished content
  • You, or someone on your team, can review the work and make decisions quickly
  • The deadline is flexible
  • You already know and trust the person's work

An agency is usually the better hire when:

  • You need design, development, copywriting and ads to work together
  • The site has bookings, payments or integrations
  • A launch date is fixed, for example around a campaign or season
  • You want continuity if one person is unavailable

How do you protect yourself when hiring a freelancer?

Keep ownership on your side from the first day, and pay against milestones you can see. A protection checklist:

  1. Milestone payments. Pay for approved design, a working staging site and launch, not all upfront.
  2. Your accounts from day one. Register the domain and hosting in your name, and add the freelancer as a user.
  3. Written scope. Pages, layouts, features, revision rounds and timeline, agreed by email at minimum.
  4. Licences in your name. Any paid theme or plugin bought for your site, licensed to you.
  5. Ownership terms. A line stating that the design and code become yours on final payment.
  6. Login handover. Admin, hosting, domain and analytics access confirmed before the final payment.
  7. A backup copy. A full backup of files and database handed to you at launch.

Our website handover checklist lists every login and file to collect.

Where you find the freelancer matters too:

Frequently asked questions

Is it cheaper to hire a freelancer than an agency in India?

Often on the quote, not always on the total. Once you add copy, licences, SEO set-up, revisions and your own time managing the project, the gap can narrow or disappear. Compare total cost for the same scope.

How much should I pay a freelancer upfront?

Enough to cover the first milestone, and no more. Link the remaining payments to approved designs, a working staging site and launch, and keep the final payment until every login has been handed over.

Do freelance web developers charge GST?

Only if they're GST-registered. Service providers must register once turnover passes ₹20 lakh in most states, and some register voluntarily. A registered freelancer must charge 18% and give you a tax invoice, which you can usually claim as input tax credit.

What happens if my freelancer disappears after launch?

If the domain, hosting and logins are in your name and you hold a backup, another developer can take over within days. If they aren't, recovery can be slow and costly. That's why ownership checks matter more with a single freelancer than with a team.

How many revisions should a freelance website quote include?

Two rounds per stage, design and build, is a common and workable default. More rounds rarely fix an unclear brief. Agree what counts as a round and the price of extras before work starts.
