Quick answer: Most failed Facebook ad payments on Indian cards trace back to the RBI's rules on recurring card charges: no approved e-mandate, a charge above what the mandate allows, or online use switched off on the card. Pay the outstanding balance manually, re-add the card and approve the mandate, or move to prepaid funds topped up through UPI or net banking so Meta never has to auto-debit you.
A red billing banner in Ads Manager stops campaigns as completely as a policy rejection, but the cause is usually at the bank's end rather than in the ads. Below are the reasons Indian payments fail, the order to fix them in, and a set-up that stops it happening again.
Why do Facebook ad payments fail on Indian cards?
Usually because the bank declined an automatic charge it was never set up to approve. Your bank's SMS or app normally states the reason, so read that before changing anything in Meta.
The common causes:
- No e-mandate, or one that was never approved. The card was added, but the recurring-payment authorisation didn't complete.
- A charge above the mandate's limit. Larger automatic charges can need fresh authentication, which an automatic charge can't supply.
- Online or international use switched off. Under RBI rules issued in 2020, new cards come with online and international use disabled until you enable them in your bank's app.
- Credit limit or balance. A debit card short of funds, or a credit card near its limit, simply declines.
- Fraud checks. Some banks block an unfamiliar recurring merchant until you confirm it.
- A reissued card. New number, new expiry or new CVV, but the old details are still saved in Meta.
How does the RBI e-mandate rule affect automatic ad payments?
It means your bank needs a standing authorisation before Meta can charge your card automatically, and larger charges need extra authentication. The RBI's framework for recurring online card payments has applied since October 2021.
In practice:
- When you add a card for automatic payments, you approve an e-mandate with an OTP.
- The bank must send a pre-debit notification before each recurring charge.
- Recurring charges up to ₹15,000 can go through on the mandate without a fresh OTP. Above that, each charge needs additional authentication, and an unattended threshold charge often fails there.
Meta's automatic charges vary in size, which fits awkwardly with mandate caps. If the mandate screen asks for a maximum amount, set it above your largest expected charge, and watch for the bank's pre-debit SMS.
Which payment method works best for Meta ads in India: card, UPI or prepaid funds?
For most Indian small businesses, prepaid funds topped up through UPI or net banking avoid auto-debit failures altogether. You add money first and Meta deducts spend as ads run. Options depend on your account's country and currency, so check Payment settings for what yours offers.
| Method | How Meta takes money | Typical failure | Best for |
|---|---|---|---|
| Card, automatic payments | Charges at your billing threshold and on the monthly bill date | Mandate, OTP, limit or online-use settings | Steady spenders with a dedicated card |
| Prepaid funds via UPI | You top up; spend is deducted from the balance | Balance runs out and ads pause | Small and medium budgets |
| Prepaid funds via net banking | As above, for larger top-ups | Balance runs out; bank transfer limits | Bigger monthly budgets |
Prepaid has one failure of its own: an empty balance stops delivery just as a declined card does. That's easy to prevent with a top-up routine.
What happens to your ads and ad account when a payment fails?
Delivery stops, the account shows an outstanding balance, and you can't run ads until it's paid. Campaigns, audiences and creatives stay intact.
- Meta may retry the charge, and further declines can follow if nothing changes at the bank.
- Repeated failures or a long-unpaid balance can escalate into account restrictions that take longer to resolve than the payment itself.
- After a long pause, delivery may wobble while the system recalibrates. Resist rebuilding everything; our notes on scaling Meta ads without a reset explain why big simultaneous changes hurt.

How do you clear an outstanding balance and restart your ads?
Fix the bank side first, pay the balance manually, then repair the automatic method. In this order:
- Read the decline reason in the bank SMS or app.
- Fix it at the bank: enable online use, raise the limit or approve the pending mandate.
- Pay the outstanding amount from Billing and payments using "Pay now", with UPI, net banking or card where offered.
- Update or re-add the card and complete the OTP and mandate approval.
- Add a backup payment method, ideally a different card or a prepaid balance.
- Check campaigns resume within a few hours, without editing budgets or audiences at the same time.
- If the account is restricted, request a review from Account Quality in Business Suite.
How do you stop payment failures interrupting campaigns?
Make billing boring: one dedicated method, a backup, a reminder and two people who can fix it.
- Use one card or prepaid balance only for ads, never an employee's personal card
- Add a backup method in Payment settings
- Set a monthly calendar reminder to top up prepaid funds before they run low
- Give two trusted people billing permissions in your business portfolio
- Add your GSTIN to your billing details so invoices carry it
- Download invoices every month for your accountant
- Recheck card limits whenever you raise ad budgets
On GST, our guide to GST on Facebook and Google ads explains claiming input tax credit on ad invoices.
Should your agency pay for your ads on its own card?
It's convenient but rarely in your interest. Ad spend running through an agency's card hides Meta's invoices from you, so you can't check spend against results or work out your real cost per lead on Meta ads in India. The tax invoice is in the agency's name, so input tax credit depends on how the agency re-bills you. And if the account lives under the agency's billing, leaving them gets messy. Keep the account and payment method in your business's name and give the agency access, as our guide to ad account ownership sets out.
Frequently asked questions
Why does Facebook keep declining my Indian credit card?
Most often the e-mandate isn't approved, the charge exceeds what the mandate allows without extra authentication, or online use is off. Check the bank's SMS, fix the setting, then re-add the card and approve the mandate.
Can I pay for Facebook ads with UPI?
In most Indian accounts, yes, by adding prepaid funds through UPI rather than using UPI as an automatic method. Ads then run until the balance is used. Payment settings show what your account supports.
Will my ad account be disabled if a payment fails?
Not usually after a single failure: ads pause until you pay the balance. Repeated failures or a long-unpaid balance can lead to restrictions, so clear it promptly.
What is the Facebook ads billing threshold?
It's the spend level at which Meta charges your automatic payment method; you're also charged on your monthly billing date if that comes first. Thresholds for new accounts usually start low and can rise as payments succeed. Prepaid funds don't use a threshold.
Should my agency pay for my ads on its own card?
We'd advise against it. You lose sight of invoices and true spend, GST credit gets complicated, and account ownership becomes harder to untangle if you change agencies.
