Retargeting shows ads to people who visited your site, watched your videos or opened your lead form without enquiring. Segment those people by how warm they are, show each group a message that answers what stopped them, cap how often they see it, and exclude anyone who has already enquired. Keep it a small, steady slice of your budget.
Most visitors don't enquire on their first visit. They're comparing, checking prices or simply got distracted. Retargeting is how you stay in the conversation without being creepy about it.
Who should you retarget first?
Start with the warmest people: those who nearly enquired. The closer someone came to contacting you, the cheaper and more effective a reminder tends to be.
| Audience | How warm | Suggested look-back window | Message that tends to work |
|---|---|---|---|
| Opened your lead form but didn't submit | Very warm | 7–14 days | "Still want your quote? It takes 30 seconds." |
| Visited pricing, contact or booking page | Very warm | 7–30 days | Answer the price or availability question directly |
| Visited a service page | Warm | 14–30 days | Proof: a project, a walkthrough, a result |
| Watched 50%+ of a video ad | Warm | 30–60 days | The next chapter: process, behind the scenes |
| Engaged with your Instagram or Facebook page | Lukewarm | 30–90 days | Your strongest offer or best work |
| Any site visitor | Mixed | 30–90 days | A simple, broad reminder of what you do |
| Past enquiries who didn't buy (customer list, with consent) | Known | 90–180 days | A seasonal offer or new availability |
The windows are starting points. A wedding photographer whose couples book months ahead can look back further than a takeaway restaurant whose customers decide in minutes.
How do you set up retargeting on Meta?
Install tracking, build custom audiences, then create a separate campaign or ad set aimed only at those audiences.
- Make sure the Meta Pixel and Conversions API are working. Browser tracking alone misses a growing share of visitors because of browser privacy features and ad blockers. Our explainer on why the Pixel alone isn't enough covers the fix.
- Create custom audiences in Audiences: website visitors (all, or by specific URL), video viewers, lead form openers, Instagram and Facebook engagers, and customer lists. Meta lets you choose how far back each audience looks; website audiences can go back up to 180 days.
- Create exclusion audiences of people who already enquired or bought. Use your thank-you page visitors, lead form submitters and customer list.
- Build a retargeting campaign with the same conversion goal as your main campaign, such as leads or messages.
- Use separate ad sets for very warm and lukewarm groups if each has enough people. Otherwise combine them.
- Exclude the retargeting audiences from your cold campaigns so you don't pay twice to reach the same person with the wrong message.
How do you set up retargeting on Google?
Google calls it remarketing, and it works through your Google tag, YouTube and customer data. The main options:
- Display and YouTube remarketing: show image or video ads to past visitors across Google's partner sites and YouTube.
- Remarketing lists for search ads: bid more, or show different ad text, when a past visitor searches again. This is often the highest-intent remarketing there is.
- Customer Match: upload consented customer emails or phone numbers to reach them on Search, YouTube and Gmail. Google has strict policy requirements here.
- Performance Max: uses your audience lists as signals, but mixes retargeting and prospecting together, so it's harder to see which is which.
What should your retargeting ads actually say?
Address the reason they left. People rarely leave because they didn't see your logo enough times. They leave because of a doubt.
Common doubts and the ads that answer them:
- "Is it worth the price?" Show a real project with the outcome, or a transparent price range.
- "Can I trust them?" Show your process, your team, or a genuine review (never a made-up testimonial).
- "Is now the right time?" Mention real deadlines, seasonal availability or limited slots, only if true.
- "What happens if I enquire?" Spell it out: "Message us, get a price within the hour, no obligation."
A simple sequence for a service business: days 1–7 show proof, days 8–21 answer the biggest objection, days 22–60 make a gentle offer. If you're choosing formats, our comparison of Reels vs static ads explains why short proof videos and crisp static reminders both have a place here.
The best retargeting ad feels like a helpful follow-up, not a chase.
How much should you spend on retargeting?
Retargeting audiences are small, so the budget should be modest; many accounts start with roughly 10–20% of total spend and adjust. That figure is a starting rule of thumb, not a target.
Signs you're overspending:
- Frequency climbs above 4–6 in a week on a small audience.
- Comments turn negative ("stop showing me this").
- Cost per result rises while reach barely moves.
Signs you're underspending:
- Retargeting cost per lead is far lower than prospecting, and the audience isn't saturated.
- Warm visitors are going cold before seeing a second message.
Remember that retargeting only works if new people keep entering the pool. Cut prospecting too far and your retargeting audience shrinks with it.
How do privacy rules affect retargeting?
You need a lawful basis and proper consent for tracking visitors and uploading customer lists, depending on where your customers are. Retargeting is built on personal data, so treat it seriously.
- Europe and the UK: GDPR rules mean you generally need opt-in consent before setting advertising cookies. Google expects advertisers using its tools for EEA traffic to implement Consent Mode.
- India: the Digital Personal Data Protection Act 2023 governs personal data, including notice and consent for processing.
- Australia: the Privacy Act 1988 and the Australian Privacy Principles apply to many businesses handling personal information.
- Everywhere: update your privacy policy to mention advertising pixels, honour opt-outs, and only upload customer lists where you have permission to use the data that way.
This isn't legal advice, so check your obligations with a qualified adviser if you're unsure.
What are the most common retargeting mistakes?
Not excluding converters, showing the same ad for months, and sending warm visitors back to the page they already left.
- Forgetting exclusions. Showing "get a quote" ads to someone who got one yesterday wastes money and looks careless.
- One ad forever. Rotate creative every few weeks.
- Same destination, same result. If they left your homepage once, a focused page that answers their question will do better. Our guide to the anatomy of a landing page that sells shows what that page needs.
- Windows that are too long. Someone who glanced at your site eight months ago isn't warm anymore.
- Ignoring messaging. For many local businesses, a retargeting ad that opens WhatsApp is the easiest possible next step.

Frequently asked questions
Is retargeting the same as remarketing?
In everyday use, yes. Meta and most marketers say retargeting; Google Ads says remarketing. Both mean showing ads to people who've already interacted with your business.
How long should a retargeting window be?
Match it to how long your customers take to decide. Fast decisions suit 7–30 days; big purchases like weddings, renovations or study abroad can justify 60–180 days. Use shorter windows for your warmest audiences.
Why is my retargeting audience too small to run?
Usually because site traffic is low or tracking is incomplete. Widen the window, combine audiences such as visitors and video viewers, and check that your Pixel and Conversions API are both firing.
Can retargeting annoy potential customers?
Yes, if frequency is too high or the message never changes. Cap exposure, rotate creative, and always exclude people who have already enquired or bought.
Does retargeting still work after iPhone privacy changes?
It works, but audiences are smaller than they used to be because fewer people can be tracked in the browser. Server-side tracking, engagement audiences built inside Meta and consented customer lists help fill the gap.
